BUILDING CERTIFICATION AND ENERGY EFFICIENCY INVESTIGATION
MEDICO Ltd. provides building certification aimed at assessment and building
conformity certification to the energy efficiency legislative requirements and for
energy saving activities to be undertaken in order to improve the building
energy characteristics.
Pursuant to the Energy Efficiency Act, Article 16, Paragraph 2 “Every
commissioned project, state or municipal-owned property, of total floorage
over 1000 m2 shall be subject to certification. The certificate shall be valid
for a period of 10 /ten/ years”.
Subject of certification is every new construction project, as well as in case
of reconstruction, through renovation or overhaul of an existing building.
The certificate /energy passport/ becomes a part of the technical passport
of the building at its commissioning in the event it complies with the
relevant requirements.
The investigation of energy efficiency shall establish the consumption of
energy, the level of energy efficiency of the technologies and the management
of the energy consumption, the savings of energy and the heat insulation of
the site, the compliance with the standards and legislative requirements
for energy efficiency.
Certification stages:
1. Investigation, measurement, calculation and analysis of the elements of
buildings energy characteristics. Assessment and comparison with the technical
standards. Proposal of energy saving measures. Development of a plan for the
implementation of the selected measures and indicators subject of a monitoring
procedure on the effect of the implementation of the measures.
2. 1.Development and presentation of a report and a summary on the investigation
results.
3. 1.Issuance of a certificate (Category A or B) upon detailed energy investigation
and in compliance with the requirements on technical rules and standards.
Pursuant to Article 16 of Ordinance¹19 there are two types of certificates
issued –
Category A and Category B, depending on the year of the building construction:
1) Certificate Category A is issued for buildings constructed until 1990 and meeting
the requirements of the respective legislative acts on designing, construction and approval,
effective as of 1990 and buildings which comply with the provisions of the Ordinance under
Article 15, Para 2 of the Energy Efficiency Act and of the Ordinance under Article 169,
Para 3 of the Special Development Act (SDA) and Article 169, Para 1, item 7 of SDA.
The certificate is valid for a period of 10 years.
2) Certificate Category B is issued for the buildings which comply with the requirements
of the respective legislative acts on designing, construction and approval, effective as of
the year of the commissioning of the buildings. The certificate is valid for a period of 5 years
Buildings which have been awarded certificates in compliance with the Energy Efficiency
Act and the Ordinance on Building Certification are exempt from Real Property Tax for
a period of 5 to 10 years depending on the type of the certificate in compliance with
the amendments to the Local Taxes and Fees Act.
Ordinance 21 provides for the energy efficiency investigation procedure:
- the energy consumer assigns the investigation to a certified energy auditor and the
investigation itself starts upon signing of an assignment agreement between the energy
consumer and the certified energy auditor;
- the auditor produces a report and a summary on the investigation results and the report
is submitted to the energy consumer. The investigation result is identification of the energy
characteristics of the building which are compared to the technical standards;
- should the energy characteristics comply with the technical standards a building
certificate is issued;
- should the energy characteristics deviate from the technical standards, the investigation
result is a detailed report and identification of the measures to be undertaken in
order to reach the calculated technical characteristic.

The energy efficiency investigation provides for resolutions on potential opportunities for
energy expenses decrease and the possible energy savings measures to achieve it.
The certification assesses and certifies the conformity of the buildings to the energy
efficiency legislative requirements.
Along with the considerable energy expenses decrease, buildings which have been
certified are exempt from Real Property Tax for a period of 5 to 10 years depending on
the type of the certificate in compliance with the Local Taxes and Fees Act Article 24, Para 1).
